What are ethical issues?

DEFINITION
Ethical issues arise when a technology or action can be used in ways that may be morally right for some people but morally wrong for others — or where the benefits to some come at a cost to others. In computing, ethical questions arise because technology is powerful, pervasive, and can affect large numbers of people in ways that are not always obvious or intended.
WHY COMPUTING RAISES ETHICAL QUESTIONS
Scale: a single system or algorithm can affect millions of people simultaneously — mistakes or biases are amplified at scale.
Dual use: the same technology can be used for both beneficial and harmful purposes — surveillance systems, AI, encryption, social media.
Unforeseen consequences: technology often has unexpected impacts on society, employment, privacy, and culture that were not anticipated by its creators.

Privacy and surveillance

THE CORE TENSION
Surveillance technology — CCTV, internet tracking, phone monitoring, facial recognition — can improve public safety and help catch criminals. But the same technology can be used to monitor innocent people without their knowledge or consent, eroding the right to privacy. The ethical question is: how much surveillance is acceptable, and who should control it?
EXAMPLES OF SURVEILLANCE AND DATA COLLECTION
CCTV cameras — used in public spaces, transport hubs, and shops. Can deter crime but also track individuals' movements without their consent.
Browser and app tracking — websites and apps collect data on what users click, search, and buy. Used for targeted advertising but often done without meaningful informed consent.
Facial recognition — can identify individuals in real time from camera footage. Used by police in some countries; raises concerns about misidentification and mass surveillance.

AI IN DECISION-MAKING
Artificial intelligence systems are increasingly used to make decisions that affect people's lives — approving loans, shortlisting job applicants, diagnosing medical conditions, setting insurance premiums, and even making parole recommendations. These systems are fast and can process vast amounts of data. But they raise serious ethical questions about fairness, accountability, and transparency.
KEY ETHICAL CONCERNS WITH AI
Bias: AI systems learn from training data. If that data reflects historical biases — for example, if past hiring data shows fewer women in senior roles — the AI learns to replicate those biases. The system may discriminate unintentionally but at scale.
Accountability: when an AI system makes a wrong decision — denying someone a loan, misdiagnosing a patient — it is often unclear who is responsible. The developer? The company using it? The AI itself cannot be held responsible.
Transparency: many AI systems, especially deep learning models, are "black boxes" — even their creators cannot fully explain why a specific decision was made. This makes it difficult to challenge or appeal decisions.

If a self-driving car causes an accident, who is liable — the owner, the manufacturer, or the software developer? How should the car make decisions when a collision is unavoidable?

Automation is the use of technology — including robots, software, and AI — to perform tasks that were previously carried out by humans. Automation has transformed manufacturing, logistics, retail, banking, and many other industries. It raises fundamental questions about the future of work and who benefits from increased productivity.

INTERNET CENSORSHIP
Some governments and organisations restrict access to certain websites, social media platforms, or types of content. Reasons given include protecting national security, preventing the spread of harmful content, or limiting political opposition. Examples include China's "Great Firewall" and content filtering in schools and workplaces.
FREEDOM OF INFORMATION
The principle that people should have the right to access information freely — including about how governments spend public money and make decisions. The internet has dramatically increased access to information globally. Many argue that restricting this access is a threat to democracy, freedom of speech, and the ability of citizens to hold power to account.

The digital divide

DEFINITION
The digital divide is the gap between those who have access to digital technology — computers, smartphones, reliable internet — and those who do not. It exists both between different countries (global divide) and within the same country (local divide), and affects education, employment, healthcare, and social participation.
CAUSES OF THE DIGITAL DIVIDE
Cost: devices and internet connections can be unaffordable for people on low incomes, particularly in developing countries.
Infrastructure: rural and remote areas often lack the broadband or mobile network infrastructure needed for reliable internet access.
Digital literacy: even where access exists, some people — particularly older generations — lack the skills to use digital technology effectively.
CONSEQUENCES
FOR INDIVIDUALS
Reduced access to education, job opportunities, and online public services. Difficulty completing schoolwork or working from home. Social exclusion from online communities.
FOR SOCIETY
Widens existing inequalities. Disadvantaged groups fall further behind as more services move online. Countries without digital infrastructure fall behind economically.
⚡ The digital divide is a cultural and social issue as much as a technological one. The exam often asks you to explain what causes it and what the consequences are — not just that it exists. Think about it from multiple perspectives: individuals, schools, businesses, and governments.

Technology's impact on society

CHANGED COMMUNICATION
Digital technology has fundamentally changed how people communicate — social media, instant messaging, video calls, and email have made global communication instant and cheap. This has brought benefits (families staying connected across continents, global collaboration) but also concerns (cyberbullying, misinformation spreading virally, reduced face-to-face interaction, social media's impact on mental health).
GLOBALISATION
The internet and computing have accelerated globalisation — businesses can operate globally, people can work remotely for companies in other countries, and ideas, culture, and goods flow more freely across borders than ever before.
However, globalisation enabled by technology can also lead to the dominance of a small number of large tech companies, the erosion of local cultures, and concerns about technology being developed in a few wealthy countries but deployed globally.
IMPACT ON EMPLOYMENT CULTURE
Remote working: technology has enabled millions of people to work from home, changing the culture of the workplace. This has benefits (flexibility, reduced commuting) and drawbacks (isolation, "always on" culture, blurred work-life boundaries).
The gig economy: platforms like Uber, Deliveroo, and Upwork have created a new category of flexible but often precarious "gig" work — enabled entirely by digital platforms and smartphones.
⚡ Cultural impacts are wide-ranging. In the exam, do not just say "technology has changed society" — be specific. Name a change, explain how computing caused it, and discuss whether that change is a benefit or a concern for different groups of people.

Environmental impacts of computing

THE BIG PICTURE
Computing has a significant and growing environmental footprint. The manufacture, use, and disposal of digital devices and infrastructure — from smartphones to hyperscale data centres — consumes vast amounts of energy, rare materials, and produces significant waste. The environmental cost of our digital world is often invisible to end users but real and substantial.
THREE KEY ENVIRONMENTAL ISSUES
⚡ ENERGY CONSUMPTION
Data centres that power the internet, cloud computing, and AI systems consume enormous amounts of electricity — estimated at around 1–2% of global electricity use. Streaming video, cryptocurrency mining, and AI training all require significant computing power. Much of this energy still comes from fossil fuels.
🗑️ E-WASTE (ELECTRONIC WASTE)
Discarded electronic devices — phones, laptops, tablets, printers — contain toxic materials (lead, mercury, cadmium) and rare earth metals. E-waste is the fastest-growing waste stream globally. Much of it is illegally exported to developing countries where it is processed unsafely, causing environmental and health damage.
🏭 MANUFACTURING FOOTPRINT
Manufacturing a single smartphone requires extracting rare earth minerals (often through environmentally damaging mining), uses significant water and energy, and produces carbon emissions. The short upgrade cycles driven by consumer culture mean devices are replaced far more often than their functional lifespan would require.
⚡ Environmental impacts work in both directions: computing causes environmental damage (energy use, e-waste), but computing is also used to help solve environmental problems — modelling climate change, optimising energy grids, monitoring deforestation. The exam may ask about both sides.

Common Mistakes

Four mistakes that cost marks in the exam

Giving only one side of a debate question. Questions about ethical issues — surveillance, censorship, automation — typically ask you to "discuss" or "explain the arguments for and against." Giving only one perspective will lose half the available marks. Always present both sides: who benefits, who is harmed, and what the competing values are. The mark scheme will explicitly have marks allocated to each side of the argument.

Saying AI "thinks" or "decides for itself." AI systems do not think, reason, or make conscious decisions. They apply statistical patterns learned from training data. Describing AI as if it has human-like intelligence or moral agency is inaccurate. The correct language: AI "identifies patterns," "classifies inputs," "generates outputs based on training data," or "makes predictions." This matters because the accountability question hinges on the fact that AI has no agency — a human or organisation must be responsible for its decisions.

Confusing the digital divide with internet censorship. These are two different issues. The digital divide is about unequal access to technology — caused by cost, geography, and skills gaps. Internet censorship is about governments or organisations deliberately restricting what content can be accessed. Students sometimes confuse them because both relate to people not being able to access something online — but the causes and solutions are entirely different.

Saying computing is only bad for the environment. While computing does cause significant environmental harm (energy consumption, e-waste, manufacturing footprint), technology is also used to address environmental problems. Climate models run on supercomputers. Smart grids optimise energy distribution. Satellite systems monitor deforestation. If an exam question asks about environmental impact, include both the negative impacts and the ways in which computing is being used to help solve environmental challenges.
